फूलदेई त्योहार मुख्यतः छोटे छोटे बच्चो द्वारा मनाया जाता है। यह उत्तराखंड का प्रसिद्ध लोक पर्व है। फूलदेई त्योहार बच्चों द्वारा मनाए जाने के कारण इसे लोक बाल पर्व भी कहते हैं। प्रसिद्ध त्योहार फूलदेई चैैत्र मास के प्रथम तिथि को मनाया जाता है। अर्थात प्रत्येक वर्ष मार्च 14 या 15 तारीख को यह त्योहार मनाया जाता है। फूल सग्यान ,फूल संग्रात या मीन संक्रांति उत्तराखंड के दोनों मंडलों में मनाई जाती है। कुमाऊं गढ़वाल में इसे फूलदेई और जौनसार में गोगा कहा जाता है। उत्तराखंड के पहाड़ी क्षेत्रों में सौर कैलेंडर का उपयोग किया जाता है। इसलिए इन क्षेत्रों में हिन्दू नव वर्ष का प्रथम दिन मीन संक्रांति अर्थात फूल देइ से शुरू होता है। चैत्र मास में बसंत ऋतु का आगमन हुआ रहता है। प्रकृति अपने सबसे बेहतरीन रूप में विचरण कर रही होती है। प्रकृति में विभिन्न प्रकार के फूल खिले रहते हैं । नववर्ष के स्वागत की परम्परा विश्व के सभी सभ्य समाजों में पाई जाती है। चाहे अंग्रेजी समाज का न्यू ईयर डे हो ,या पडोसी तिब्बत का लोसर उत्सव हो। या पारसियों का नैरोज हो या सनातन समाज की चैत्र प्रतिपदा। फूलदेइ पर्व के रूप में देवतुल्य बच्चों द्वारा प्रकृति के सुन्दर फूलों से नववर्ष का स्वागत किया जाता है.
